The planned license menu includes cultivators, processors, testing laboratories, transporters, delivery operators, stores, dual-use businesses, and microbusinesses. The state lists a limit of 350 retail-store licenses, so location, ownership, financing, and local demand will shape which communities get early access.
What the Law Does Not Mean
Final approval does not authorize pop-up shops or unlicensed delivery in 2026. It does not make products sold outside the medical or hemp systems automatically legal. And it does not guarantee that every locality will have a store on opening day.
Consumers should be skeptical of businesses that advertise “recreational dispensary” sales before the launch. A licensed market is supposed to make the seller, product origin, test result, and package traceable. Those protections are not present in an unlicensed transaction.
How Hemp Rules Fit into the Transition
Virginia is also shifting oversight of certain edible and inhalable hemp products to the CCA. The state has announced new requirements taking effect in August 2026, so the hemp shelf will change before adult-use marijuana stores open. Consumers should not assume a product remains legal merely because it was sold as hemp last year.

A controlled launch usually means uneven availability at first. Testing capacity, municipal approvals, supply, and the pace of license issuance can all affect product selection and prices. Delivery may exist, but only through licensed operators. Adults should look for the CCA’s official retailer identification rather than relying on a search listing or social-media profile.

A license category is only the beginning of a business plan. Applicants will need to track ownership rules, application windows, local land-use limits, security, inventory controls, testing, and the scoring method used when demand exceeds available licenses. The microbusiness category may create a lower-scale entry point, but its value will depend on the final capital and operational requirements.
Businesses should build around the official CCA timeline rather than paying an intermediary that promises a guaranteed license. Virginia has not authorized private consultants to pre-approve applicants. A credible adviser should be able to separate a published requirement from a draft or expectation.

Follow the CCA rulemaking process, learn how licensed-store identification will work, and avoid unlicensed sellers presenting themselves as future dispensaries. Medical patients should continue using the existing medical system.
